Geoff Carrington has resigned as executive vice'-president of Canoro Resources Ltd. (TSXV:CNS) for personal reasons.

Until a successor is found, Jeff Clarke will act as technical adviser to Canoro.

He is managing director and chief executive officer of Carpenter Pacific Resources Ltd. Canoro is a junior international upstream oil and gas company based in Calgary.

Rally Energy Corp. (TSXV:RA, FWB:RLE) has appointed Abdel (Abby) Badwi as president and CEO. Badwi is an international energy executive with more than 30 years of experience.

He replaces Lamont Tolley, who the company said resigned to facilitate this appointment.

CHUM Television has named Richard Hiron to the position of regional sales manager for Citytv Edmonton, Citytv Calgary (formerly A Channel Edmonton and A Channel Calgary) and ACCESS.

Hiron will be based in Edmonton. He comes from Learning and Skills Television of Alberta Ltd., where he was most recently managing director of sales and marketing.

Mark Mullins will become the new executive director of the Fraser Institute Sept. 1.

Mullins will replace co-founder Michael Walker, who will become president of the Fraser Institute Foundation and a senior research fellow.

Mullins has been director of Ontario policy studies in the institute's Ontario office since 2003.

Established in 1974, the Fraser Institute is an independent public policy organization with offices in Vancouver, Calgary and Toronto.
