Western Financial Group has named Jim Dinning, a former Alberta treasurer, as its new chairman.

He moves up from vice-chairman and replaces James Robb, who will have a continuing role in corporate governance of the company and its subsidiaries, the insurance and banking company (WES-TSX) said.

Dinning is also director for several entities including Finning International Inc., Shaw Communications Inc., the Banff Centre, Canada West Foundation and the C.D. Howe Research Institute.

Western Financial Group of High River operates in towns and cities across Western Canada.

Kerry D. Lyons has resigned as president and chief executive officer and director of Pan-Global Energy Ltd., effective immediately.

Arn Schoch resumes the positions of president and CEO.

Producers Oilfield Services Inc. has appointed two executive officers to its management team.

Tom Kinderwater has assumed the position of vice-president, facilities of Producers Disposal Services Ltd. (PDS). He will have responsibility for overseeing the design and construction of the expansions planned for the PDS facilities in Grande Cache and Rycroft.

Effective Oct. 12, Brian Lambert will assume the position of vice-president of operations for PDS. Lambert will be responsible for overseeing Producers’ oilfield waste management segment and its construction and maintenance segment.

Producers (POS-TSX) also announced it has accepted the resignation of Kevin Baumann as president of PDS and as a director.

PetroKazakhstan Inc.

says the company’s chief financial officer and senior vice-president, Nicholas Gay, will resign Nov. 1 to head another company.

Gay will become president and chief executive of a new international oil and gas company, Taghmen Energy Ltd., which is based in the United Kingdom and has an initial focus on Latin America.

PetroKazakhstan (PKZ-TSX), an oil company based in Calgary, operates exclusively in the central Asian country of Kazakhstan.

A former Bell and Shaw Cable information technology manager has been tapped to lead Shift Networks Inc.’s service expansion as the director of network operations.

Robert Schell most recently served as manager of infrastructure and operations for Bell West and has also provided technology management as director of IT – StarChoice Communications.

Shift Networks (SHF-TSXV) provides small and medium-sized businesses with VoIP telephone services over high-speed Internet connections.

Howard Lutley is the new vice-president of mining and extraction for UTS Energy Corp. (UTS-TSX).

In this role, Lutley will be responsible for the execution of the mining and extraction components of the Fort Hills Project, the UTS oilsands project located 90 kilometres northeast of Fort McMurray.

He comes to UTS from Norwest Corp. where he served as CEO and president since 1998.
