The Province of Ontario has appointed Julian Fantino as commissioner of emergency management. Fantino was most recently Toronto police chief and earlier served as police chief in London from 1991 to 1998 and York Region from 1998 to 2000. He directed the policing response for the SARS outbreak and the blackout that hit Toronto in 2003.

Fantino is the second commissioner of emergency management, succeeding James Young, who has accepted a new post with the federal government.

Canadian General Investments, Ltd. has named Jonathan Morgan as president and CEO. He was previously vice-president of the company (TSX:CGI, CGI.PR, CGI.PR.B, CGI.WT; LSE:CGI, CGIW). Michael Smedley has stepped down as president of CGI and remains executive vice-president, CEO and chief portfolio officer of the management company Morgan Meighen & Associates Ltd. He will continue to have overall responsibility for management of CGI's investment portfolio.

ATS Automation Tooling Systems Inc. has appointed Ron Jutras as its new president and CEO, following the recent death of Klaus Woerner who passed away of cancer at age 65.

Jutras joined ATS in 1985 as chief financial officer and was most recently executive vice-president, chief operating officer and chief financial officer of the maker of automated manufacturing systems.

Gerry Beard was appointed chief financial officer. He has been with ATS since 2001 and most recently served as its director of corporate finance.

Peace Arch Entertainment Group Inc. (TSX:PAE; AMEX:PAE), has announced the appointment of John Flock as its new president. He will also continue to serve as president of Peace Arch LA, which focuses on the development, financing, production and licensing of feature films for the U.S. market.

Peace Arch creates, develops, produces and distributes proprietary feature film and television programming for worldwide markets. Peace Arch Entertainment and its subsidiaries have offices in Vancouver, Toronto, Los Angeles and London, England.

Plaintree Systems Inc. has named Baksheesh Ghuman as executive vice-president of worldwide sales and marketing. He was previously vice-president for international sales and market development at Omnilux Inc.

Ottawa-based Plaintree Systems Inc. (TSX:LAN, OTCBB:LANPF) develops and manufactures free space optical wireless links providing high-speed network connections for ISPs, traditional telcos, GSM or cellular operators, airports and campus networks.

Charles Sims will be joining Mackenzie Financial Corp. as president and chief executive, effective March 1.

For the past 15 years he has been employed by Franklin Resources, Inc. and predecessor companies. Sims succeeds Jim Hunter, who will move to the role of chairman of the board of Mackenzie Inc.

Mackenzie Financial Corp. is part of IGM Financial Inc. (TSX: IGI) and is a member of the Power Financial Corp. group of companies.

Micromem Technologies Inc. (OTCBB:MMTIF) has contracted Cynthia Kuper as chief technology officer. She has been acting chief technology officer since October.

Micromem researches and develops magnetic random access memory (MRAM). All MRAM development work is undertaken pursuant to research collaboration agreements among Micromem, the University of Toronto, Harry Ruda and OCE Inc., a not-for-profit corporation.

Admiral Bay Resources Inc. (TSXV:ADB) has named Steven Tedesco as president and chief operating officer. He replaces Mark Brennan, who becomes chairman of the board. Tedesco is currently president of Admiral Bay (USA), the company's U.S. operating subsidiary.

Roscan Minerals Corp. (TSXV:ROS) has appointed Alexander Balabanov as president and CEO. Former president William Chymyck was appointed non-executive chairman and Mark McMurdie became the company's chief financial officer.

Balabanov, of Moscow, is a founding member and executive director of RPFB Project Finance Ltd., a company providing financial consulting services to major companies in Russia's natural resource sector.

Xenos Group Inc. (TSX: XNS) has named Lee Garrison as vice-president of marketing. He was most recently vice-president of product management at Tucows (OTCBB: TCOW).

Xenos delivers data and document solutions across the customer enterprise without changing existing applications.

Gord Froehlich has joined Kane Biotech Inc. (TSXV:KNE) as vice-president for business development, and will be responsible for implementing the company's strategic objectives, developing and managing business relationships with potential partners and collaborators, and directing the licensing and marketing of Kane Biotech's portfolio of products.

He was previously a vice-president and director with Monsanto Canada.

Kane has also named April Manness as its CFO. She has held senior financial management and accounting positions with private and public biotech companies.

Kane Biotech develops products to prevent and disperse bacterial biofilms.

Husky Injection Molding Systems Ltd. (TSX:HKY) has selected John Galt to succeed Robert Schad as president and CEO. Schad has been CEO since he founded Husky in 1953. Galt is currently VP for operations and COO.

Husky is a global supplier of injection-moulding equipment and services to the plastics industry.
