Public relations firm Hill & Knowlton Canada has named Steven MacKinnon as vice-president and group leader of its Ottawa communications unit.

MacKinnon was most recently national director of the Liberal Party of Canada for three years.

Hill & Knowlton has eight offices across Canada. Its parent company, Hill & Knowlton Inc., is a member of WPP (Nasdaq:WPPGY).

Sears Canada Inc. (TSX:SCC) has named Pamela Griffith-Jones as VP and chief marketing officer. Griffith-Jones was most recently VP of the leisure products division of Canadian Tire Corp.

Stuart Graham has been named VP and managing director of institutional sales for MFC Global Investment Management.

He previously worked at Fidelity Investments, where he held a variety of sales positions in its Canadian institutional businesses.

Tourism Toronto has hired David Whitaker as president and CEO effective April 30.

He comes to Toronto after 17 years with the Greater Miami Convention and Visitors Bureau, most recently as executive VP and CMO.

Tourism Toronto is an industry association of more than 1,100 members.

Juan Figuereo is the new CFO of Cott Corp. (TSX:BCB, NYSE:COT).

Figuereo was most recently VP of mergers and acquisitions at Wal-Mart International.

Algonquin Power Income Fund (TSX:APF.UN) has appointed Luisa Paniconi-Read, its controller, as interim CFO.

Algonquin says she replaces Peter Kampian, who resigned to take a post with another organization. He is assisting in the transition while the fund searches for a new CFO.

Algonquin is an open-ended investment trust that owns and has interests in power-generating and infrastructure assets across North America. Its head office is in Oakville.

Crystallex also has appointed Robert Crombie senior VP for corporate development.

He joined Crystallex in 2002 and was most recently VP of corporate development.

Bradmer Pharmaceuticals Inc. (TSX:BMR) has appointed Dr. Jean Bourgouin as VP of medical affairs. He will work in the company's new Montreal office. Bourgouin was most recently VP of scientific affairs at Aventis Pharma Canada.

Toronto-based Tiberon Minerals Ltd. (TSX:TBR) says Walter Henry has resigned as VP of finance and CFO to pursue other opportunities.

Dragon Capital Management Ltd. announced in February that it had more than 93 per cent of the common shares of Tiberon and intended to acquire the remaining publicly held common shares. Tiberon said it expects the CFO duties will be assigned to an employee of Dragon Capital during the transition to a private company.

Tiberon is a Toronto-based exploration and development company.
